All decisions were subject to veto of Board of Directors or Trade Unions. Workers' representatives were elected by the worker members of the Departmental Councils from among their own number. Administrative staff members were appointed by the Board, which arranged for groups to elect representatives where possible Numbers of worker representatives reflected, to a certain extent, the relative size of departments.
Departmental Councils were formed in every department (except Estate and Dining, which were too small) and consisted of representatives of the workers and administrative staff. (In offices the place of the Departmental Council was taken by the Office Conference, elected by proportional representation.) Employees over 21 and who had been in the company's employ for 12 months were eligible for nomination; employees of over 6 months standing and over 18 years old were eligible to vote.
