The Appeals Committee was set up in 1921 and initially consisted of five members, two appointed by the company (ie management), two by the worker members of the Central Works Council and a Chairman, chosen by these four. This number increased; by 1943 the quorum was six (three management representatives and three workers representatives). An employee subjected to suspension, dismissal or other disciplinary action for breach of factory rules, bad conduct or theft had the right of appeal to this committee. It had the power to determine whether the cause of complaint had occured and to confirm, reduce or increase the penalty.
